Michigan Strategic Fund

The Michigan Strategic Fund (MSF) was created by P.A. 270 of 1984 and has broad authority to promote economic development and create jobs.

Governor Snyder signed Executive Order 2012-9 on June 26, 2012 abolishing the MEGA Board and transferring the various responsibilities of the MEGA to the Michigan Strategic Fund effective August 25, 2012. The MSF board has the following responsibilities:

MSF Public Comment Policy

Michigan Strategic Fund Board meetings are held in-person at the principal office of the Michigan Strategic Fund located at 300 N. Washington Square, Lansing, Michigan 48913 and are open to members of the public.

In June 2023, the MSF Board voted to adopt a public comment policy to help facilitate orderly conduct of the meetings and ensure all members of the public attending the meetings have a fair and adequate opportunity to make a comment pursuant to the Open Meetings Act. The MSF and MEDC value public comments and appreciate members of the public taking time to join us and share their perspectives on projects taking place throughout the state.

In March 2026, the Michigan Strategic Fund Board voted to adopt a revised public comment policy designed to expand the opportunity for virtual public comment by allowing members of the public to pre-register for the virtual public comment period three (3) hours before the scheduled meeting time.

For those who will not be attending the meeting in-person but would like to provide a virtual public comment using telecommunications technology, you must pre-register for Virtual Public Comment at least three (3) hours before the scheduled MSF Board meeting using the link below.

Public comments and supporting materials may also be submitted in writing to the board at [email protected]. In order to ensure that members of the MSF Board have access to comments and supporting materials submitted via email, they must be provided no later than noon the day prior to the scheduled MSF Board meeting. The MSF cannot guarantee that materials provided after this deadline will be incorporated into the board materials for the impending MSF Board meeting .

The Michigan Strategic Fund meets monthly in Lansing and continues to help fuel new economic activity across Michigan, strengthening our communities and creating good jobs for our residents. 

A 13-member board has statutory authority to direct state appropriations to support business development, community development, talent enhancement and state marketing activities, including the promotion of tourism, film industry, arts and cultural affairs.

Tax Equity and Fiscal Responsibility Act (TEFRA) Notices

On December 31, 2018, the U.S. Department of Treasury published final regulations amending the public approval requirements for tax-exempt private activity bonds. The Tax Equity and Fiscal Responsibility Act of 1982 ("TEFRA") provided for public notice, hearing and approval requirements set forth in Section 147(f) of the internal revenue code of 1986, as amended. The TEFRA Requirements must be satisfied as a precondition to the issuance of tax­ exempt private activity bonds, including exempt facility bonds and qualified 50l(c)(3) bonds. The Final TEFRA Regulations apply to all tax-exempt private activity bonds issued on or after April 1, 2019, by the Michigan Finance Authority, Michigan State Housing Development Authority, and Michigan Strategic Fund.
