Through the Brownfield Redevelopment Financing Act, Brownfield TIF allows applicable taxing jurisdictions to receive property taxes on the property at the current level and capture the incremental increase in tax revenue resulting from a redevelopment project.

Under a MSF approved Work Plan or Combined Plan, projects can seek reimbursement from state and local property taxes for eligible non-environmental activities. Projects can also seek reimbursement from state and local property taxes for eligible environmental activities through submission of a Work Plan or Combined Plan to the Michigan Department of Environment, Great Lakes, and Energy.

The Business Accelerator Fund (BAF) is available to participating business accelerators in Michigan’s statewide SmartZone network. These funds are used toward the delivery of highly specialized services to their clients that are not otherwise available from these business accelerators.

Participating business accelerators engage third party specialists to help advance the client’s path to commercialization, company success, and economic impact for the state of Michigan.

The Capital Access Program is an innovative program available to assist businesses with less than 500 employees with capital needs. The CAP uses small amounts of public resources to generate private bank financing, providing small Michigan businesses access to capital that might not otherwise be available.

The Collateral Support Program is funded by federal dollars provided under the State Small Business Credit Initiative (SSBCI) Act of 2010, and seeks to enable suppliers to acquire the necessary financing that might otherwise be unavailable due to a collateral shortfall according to the lender’s analysis.

The program will supply pledged cash collateral accounts to lenders to achieve this goal for approved projects. To qualify, a business must be engaged with a private lender for the purpose of acquiring a commercial extension of commercial credit.

The U.S. Department of Housing and Urban Development (HUD) allocates Community Development Block Grant (CDBG) funding to the State of Michigan, through the Michigan Strategic Fund (MSF) and MEDC, for further distribution to eligible Units of General Local Government (UGLGs) to carry out MSF-approved activities.

The federal statutory authority for the CDBG program is the Housing and Community Development Act of 1974, as amended (HCDA).

This university early stage proof of concept fund, administered by Michigan State University, is designed to provide a pipeline of de-risked technologies and fundable startup opportunities for further advancement. The program provides matching funds, a strong incentive for faculty with early stage technologies at Michigan universities to engage with their university’s Technology Transfer Office (TTO) and commercialization activities.

Inventors, their technologies and TTOs will benefit through the achievement of critical early stage milestones such as proof-of-concept or market opportunity validation which will lead to follow-on commercialization activities.

The Michigan Emerging Technologies Fund (ETF) is designed to expand funding opportunities for Michigan technology-based companies in the federal innovation research and development arena by providing match dollars (of up to $25,000 for Phase I and up to $125,000 for Phase II) to eligible Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) proposals.

Entrepreneurs should consider the First Capital Fund as their first investment choice as the First Capital Fund provides “genesis” funds (up to $150,000) to new technology companies at the earliest stages of commercialization in the State of Michigan.

The fund is milestone-driven and focused on helping companies achieve follow-on funding from Invest Michigan, angel or venture investors within 12 months.

The First Customer Program assists startups and small companies with identifying critical gaps in business development, marketing and sales. The program can support, with matching funds or talent, in addressing areas required for a client to acquire their first customer in a current market or when diversifying into a new market.

MEDC's International Trade Program facilitates trade missions and international trade shows in foreign markets for small- to medium-sized businesses to create in-market networking opportunities.

Additionally, in-state export events and foreign office matchmaking services connect companies to industry peers, including qualified buyers, partners and distributors.

The Loan Participation Program seeks to enable companies to acquire the necessary financing that might otherwise be unavailable due to a cash flow shortage according to the lender’s analysis. The program will participate by purchasing a portion of the loan from the lender for approved projects.

To qualify, a business must be engaged with a private lender for the purpose of acquiring a commercial extension of commercial credit for a diversification or expansion project.

Match on Main is a small business grant program for eligible businesses in Certified Redevelopment Ready or Michigan Main Street communities. Match on Main provides up to $25,000 for interior and exterior renovations and working capita.

The Michigan Business Development Program is available from the Michigan Strategic Fund (MSF), in cooperation with MEDC. The program is designed to provide grants, loans or other economic assistance to businesses for highly competitive projects in Michigan that create jobs and/or provide investment.

The MBDP is available to eligible businesses that create qualified new jobs and/or make qualified new investment in Michigan.

The Michigan Community Revitalization Program (MCRP) is an incentive program that encourages and promotes structural renovations and redevelopment of brownfield and historic preservation sites located in traditional downtowns and high-impact corridors.

MCRP provides gap financing in the form of performance-based grants, loans, or other economic assistance for eligible investment projects in Michigan.

Michigan Cyber Range offers a platform for cyber exercise, product testing, digital forensics and professional certifications. There are five publicly accessible cyber hubs located across the state.

The Going PRO Talent Fund makes awards to employers to assist in training, developing and retaining current and newly hired employees. Training should be short-term, fill a demonstrated talent need experienced by the employer and lead to a credential for a skill that is transferable and recognized by industry.
