In an effort to continue to support businesses, this Program provides funding to fifteen (15) local or nonprofit economic development organizations (EDOs), or their designees, that previously participated in the Michigan Small Business Relief program, to provide equipment grants for employer-driven workforce training programs provided to a qualified training provider that provides workforce training for qualified employers and individuals. Workforce training includes, but is not limited to:
Funding is distributed on a percentage basis consistent with the Small Business Restart Grants distributed in 2020 (PA 123) to each of the 15 local and nonprofit EDOs. A local or nonprofit EDO, or its designee, may retain up to 5% of the amount it receives for awards for administration. Grants made available to eligible recipients under the program must not exceed $90,000.00.

The EDOs, were responsible for accepting, reviewing, and approving applications, and ultimately, awarding and disbursing grant funds under sub-grants to the selected qualified training providers.
EDOs may use the grant proceeds to provide grants to qualified training providers that provides workforce training for qualified employers and individuals in Michigan.
To be eligible for funding under the Program, qualified training providers must meet the following criteria.
*Qualified employer means an employer that has a physical presence in this state, as determined by the department, and that meets any other criteria established by the department.
All MEDC support to the EDOs shall be memorialized by final written grant agreements, with terms and conditions in accordance with state law, these guidelines and otherwise satisfactory to the MEDC, requiring periodic reporting of data to the MEDC and the Michigan legislature.
