Second Stage Growth Support
The MEDC is seeking proposals from one or more bidders to provide comprehensive, company-centered technical assistance that helps established Michigan second-stage businesses scale, strengthen organizational capacity, navigate ownership and leadership transitions, and build long-term enterprise value and resilience.
Background:
This is a competitively bid RFP with an anticipated program allocation of up to $1,000,000.
Established small businesses that have successfully moved beyond the start-up stage represent an important source of employment, investment, innovation, and economic activity across the state. Yet as these companies mature, many reach a critical inflection point where continued growth requires a different set of capabilities. Scaling may require more sophisticated leadership and management systems, stronger capital structures (including working capital, alternative, and outside/industry-specific financing), expanded organizational capacity, new customers and markets, and the ability to strategically assess, integrate, and optimize technology, including Artificial Intelligence and cybersecurity, to increase productivity and support growth.
Timeline
- October 5, 2026: RFP release
- October 14, 2026 at 3:00 p.m.: Questions from potential bidders are due via email to [email protected]. Please note: The MEDC will not respond to questions that are not received by the above date and time. In addition, questions that are phoned, faxed or sent through regular mail will not be accepted.
- October 21, 2026, by close of business: Responses to all qualifying questions will be posted on this webpage.
- November 6, 2026, at 3:00 p.m.: Electronic versions sent separately of each of your Technical Proposal and Price Proposals due to the MEDC via email at [email protected]. Proposals will not be accepted via U.S. Mail or any other delivery method.
