Muskegon County African American Civil Rights Historic Resources Survey and Public Education Project

The MSF is seeking a contractor (the “Contractor”) to conduct a survey and inventory of historic resources associated with 20th Century African American Civil Rights movement (the “Survey”) in Muskegon County, Michigan (the “County”). The Survey is funded through a 2019 grant from the National Park Service (“NPS”) African American Civil Rights of the 20th Century grant program. The contractor will develop a comprehensive historic context for the 20th Century African American Civil Rights movement in the County, as well as identify, research, and evaluate associated historic properties. The contractor will utilize the National Historic Landmark theme study, Civil Rights in America, and the National Register of Historic Places Criteria for Evaluation. Additionally, the Contractor will work with the NPS and State Historic Preservation Office (“SHPO”) staff.

Timeline

• February 8, 2021 – RFP Release
• February 19, 2021 at 3:00 p.m. – Questions from potential applicants are due via email to contractsandgrants@michigan.org. Please note: The MSF will not respond to questions that are not received by the above date and time. In addition, questions that are phoned, faxed or sent through regular mail will not be accepted.
• February 23, 2021 at 9:00 a.m. – A pre-bid meeting will be held via Microsoft Teams and is required for all bidders.

• March 1, 2021 by close of business – Responses to all qualifying questions posted on MEDC’s website.
• March 10, 2021 at 3:00 p.m. – Electronic versions sent separately of each of your Technical Proposal and Price Proposals due to the MSF via email at contractsandgrants@michigan.org. Proposals will not be accepted via U.S. Mail or any other delivery method.
