Express Pre-Application for Business Incentives

The Express Pre-Application is designed to quickly gather details on your business expansion or relocation project and provide eligible projects a preliminary offer letter of incentive(s) within two business days.

MEDC offers highly competitive, performance-based incentives that are designed to assist existing and growing companies with business expansion or relocation plans in Michigan. To be eligible for incentives, your business must be considering a project that will bring or retain, high-quality jobs and investment to Michigan. These incentives are intended to mitigate opportunity costs of moving forward with a project in Michigan when considering other competing sites.

Please note, retail and restaurant businesses are not eligible for these incentives. Resources for these types of small businesses can be found here. These incentives also cannot be used to support the development of a stadium or arena for use by a professional sports team, or the development of a casino.

Express Pre-Application Process:

To apply for incentives, begin by completing the Express Pre-Application via the button below. In order to submit your Pre-Application, you will need to:

  • Provide information clearly defining the project
  • Outline project alternatives/competing sites
  • Demonstrate wages paid are at or above the ALICE threshold 
  • Indicate whether the project falls within an MEDC Strategic Focus Industry

If your project meets the minimum qualifications listed above, an MEDC representative(s) will contact you within the next business day and you will receive a contingent offer of incentive(s) within two business days. If you do not meet the minimum qualifications and wish to further discuss ways MEDC may be able to assist you, please reach out via email or by calling 888-522-0103.

What Happens Next? 

  • If you accept the offer provided, a web-based incentive application will be made available to you and you will be asked to provide information on top officials at your company for the MEDC to complete a background check.
  • An MEDC representative will work with you to gather additional required due diligence items.
  • Dependent upon your incentive package you may be required to attend an MSF board meeting for the approval consideration of incentive support.
  • MEDC's marketing team will prepare and coordinate a press release to announce the project and ask you for comments.
  • A legal agreement will be provided for execution.
    The MEDC's compliance team will be introduced to you to ensure all milestones and reports are completed.
  • An overview of the business incentives process is oulined in MEDC's process overview document. 

All incentives are subject to a business integrity review, background check process, and other general due diligence as required, the results of which are satisfactory to the MEDC, the Office of the Chief Compliance Officer, and related authorities. Proposed incentives are dependent on availability of funds each year through the legislative budget process. Incentive amounts are contingent upon the ability of the project to meet program requirements and are subject to an application review and approval process.
