The CAP uses small amounts of public resources to generate private bank financing, providing small Michigan businesses access to capital that might not otherwise be available.
The Michigan Loan Participation Program participates with lenders to finance diversification projects when faced with eligible borrower companies whose projected cash flows are considered speculative by the lender.
The Michigan Pre-Seed Capital Fund supports high-tech start-up companies as they near commercial viability by providing access to early-stage capital investment or micro loans to accelerate company development.
Public facilities, which generate a revenue stream, (parking structures for instance) have traditionally been financed by municipalities through tax-exempt “revenue bonds.” Private activity bonds apply this same tax-exempt finance mechanism to the “public purpose” of economic development. The governmental unit borrows money from private capital markets, secured only by the project’s revenues rather than the government’s full faith and credit. Interest income earned on bonds issued by a governmental entity to finance a project for a private company which has demonstrated a good public purpose is exempt from federal, state, and local income taxes, thereby reducing the cost of capital (including the cost of letters of credit, remarketing fees, etc.).
The PMVMF bridges early stage investment rounds by matching investments from Venture Capital firms with roots in Michigan.  The Fund will consider tech investments worth a minimum of $700,000 and a maximum of $3,000,000.  The match will be at least $350,000 and no more than $500,000.
Encourages foreign investment in the U.S. by providing permanent resident status to foreign investors who invest at least $1 million in a project that creates or preserves 10 jobs per investor.  This program is administered by the USCIS.
The USDA has a suite of financing opportunities available to businesses in rural areas.  Their programs work in partnership with the private sector and the community-based organizations to provide financial assistance and business planning.  The USDA helps fund projects that create or preserve quality jobs and/or promote a clean rural environment. The financial resources of USDA are often leveraged with those of other public and private credit source lenders to meet business and credit needs in under-served areas.
